#CostaRica 🇨🇷 #BDS_LaborAlert: Employers Must Grant Paid Leave for Labor and Administrative Procedures Following New Labor Code Reform

On October 7, 2025, Bill No. 23,142—amending Article 515 of the Labor Code—was approved in its second reading.

Under this amendment, employers will be required to grant paid leave to employees who need to take time off to carry out personal procedures before the Ministry of Labor and Social Security (MTSS in Spanish) or to participate in disciplinary proceedings within the Public Administration. These situations are not currently regulated by the Labor Code, often resulting in uncertainty as to whether such leave should be authorized.

This reform will enter into force upon its publication in the Official Gazette.
