Due to the significant rise in the number of Cuban nationals entering the Republic of Panama—whether transiting to a third country or returning to their home country—it has become necessary to strengthen the applicable regulations to mitigate the likelihood of illegal stays in Panama.
In response to this situation, Panama has found it essential to further amend Executive Decree No. 162 of December 2022, which established the transit visa requirement for Cuban nationals traveling through Panama. These amendments have been introduced through Executive Decree No. 195 of October 25, 2024.
The latest amendments to Panama’s transit regulations for Cuban nationals will remain in effect until July 31, 2025.
Given the economic situation in Cuba, other countries in the region have also implemented similar measures. Panama is not exempt from this reality.
In the same vein, Executive Decree No. 196 of October 28, 2024, modifies entry requirements for individuals whose admission to Panama depends on holding a visa from another country or an authorized visa. Cuban nationals requiring an authorized visa for entry into Panama may be admitted if they hold a valid visa issued by one of the following countries:
- Canada
- United States of America
- Commonwealth of Australia
- Republic of Korea
- State of Japan
- United Kingdom of Great Britain and Northern Ireland
- Republic of Singapore
- Any member state of the European Union
