#Panama 🇵🇦 #BDS_ImmigrationAlert: New Immigration Category for Researchers of Exceptional Talent

With the aim of prioritizing knowledge as a driver of development, the Ministry of Public Security of the Republic of Panama has issued Executive Decree No. 06 of March 20, 2026. This regulation seeks to attract specialized global talent to strengthen innovation, education, and socio-economic growth through science and technology. 

This new migration subcategory grants Permanent Resident status and is intended for professionals (and their dependents) who can demonstrate a significant impact in the field of knowledge, whether in scientific or technological areas.

As part of this strategy, a Single Window for Scientific Integration (Ventanilla Única de Inserción Científica) has been established at the National Department of Science, Technology and Innovation (SENACYT in Spanish). This unit will provide guidance, information, and support to researchers, operating in close coordination with the National Migration Service (SNM) and other government entities.

To apply for this category, applicants must prove, among other requirements:

  • A proven scientific and professional track record.
  • The impact of their prior work.
  • Documentation supporting the research or study to be conducted at a Panamanian institution.

Some of the most relevant facilities and benefits of this category include:

  • Remote Application: The possibility of submitting the application to the SNM through a legal attorney-in-fact, without the applicant being physically present in Panama.
  • Expedited Processing: A maximum evaluation period of 30 business days.
  • Permanent Residence: Initially, a provisional permit valid for two (2) years will be granted. Upon completion of this period, the individual may apply for Permanent Residence, also known as the “E ID card” (cédula E).
  • Tax Incentives: A one-time tax exemption on the importation of personal belongings and household goods.
