#Honduras 🇭🇳 #BDS_LaborAlert: RAP Promotes Business Regularization to Expand Worker Protection

The Private Contributions Regime (RAP) announced the enactment of Decree No. 40-2026. This offers a significant opportunity for more companies to join the system and access the Institution’s benefits, products, and financial services.

The regulation establishes an exceptional six-month period during which unaffiliated companies can regularize their status without paying retroactive contributions, interest, penalties, or surcharges. This allows organizations to join the system under much more favorable conditions.

The institution has issued a special call to micro, small, and medium-sized enterprises (MSMEs) to take advantage of this provision, which aims to lower entry barriers and promote business formalization nationwide.

Regularization enables companies to meet their obligations without assuming past liabilities, while integrating into a robust and reliable financial system that strengthens labor stability.

Furthermore, the incorporation of new companies into RAP will generate direct benefits for Honduran workers, providing access to savings and financial protection mechanisms, greater support in the face of labor contingencies, opportunities for housing programs and financial inclusion, as well as secure protection of their funds.

The decree also integrates the Pension Fund into the Housing and Financial Inclusion Fund (FOVIIF). This measure strengthens the system’s sustainability and expands benefits for members, while fully respecting workers’ vested rights.

This integration will increase financial capacity and generate higher returns on managed savings.

As part of this institutional strengthening, RAP approved a new interest rate structure for housing financing channeled through its Intermediary Financial Institutions:

    • 9% for members earning up to two minimum wages.
    • 10.5% for members earning more than two minimum wages.
