#Panama 🇵🇦 #BDS_ImmigrationAlert: Students May Apply for Permanent Residency

The Republic of Panama, through the Ministry of Public Security, issued Executive Decree No. 03 of February 6, 2026, through which the National Immigration Service (SNM) created the Permanent Resident subcategory for Students, within the broader Permanent Resident category.

This new subcategory applies to any foreign nationals who have completed or are currently pursuing continuous studies for over six (6) years in the Republic of Panama, thereby recognizing the commitment and dedication of students in the country.

Individuals wishing to apply for this immigration status will be granted a two (2)-year provisional permit, provided they comply with the general requirements established under Decree Law No. 03 of February 22, 2008, and submit a certification issued by an educational institution confirming the completion of over six (6) years or demonstrating that they have held Temporary Resident Permits for six (6) consecutive years.

Upon completion of the two (2)-year provisional period, applicants may become eligible to apply for Permanent Residency.

In cases where a minor seeks to apply for this immigration status, the application must be submitted in one of the following ways:

  • By both parents of the minor;
  • By one parent with the authorization of the other parent; or
  • By a third party holding legal custody and guardianship of the minor.

We recommend consulting with experienced labor and immigration law professionals before making decisions in this area.

At BDS Asesores Panamá, we have the expertise and track record necessary to help you make the best decision.
