In an effort to modernize systems and streamline processes in Panama, the Electoral Tribunal recently introduced the digital ID card for Panamanian citizens and foreign nationals with permanent residency in Panama. This initiative was implemented through Decree No. 43 of October 8, 2024, which also regulates the digital wallet service.

These new tools align with the online services currently offered by several public institutions and numerous private companies, aiming to reduce the need for in-person visits by utilizing secure programs that ensure the protection of personal data.

The digital ID card will serve as a replica of the primary information contained in the physical document issued by the Electoral Tribunal, without replacing it. For foreign nationals with permanent residency in Panama, the regulation refers to the permanent resident card issued by the Electoral Tribunal, which is commonly known as the "Panamanian ID card."

The use of the digital ID card is optional, and users may continue to carry out any in-person procedures using the physical version of this document. This new technology is primarily designed for online transactions, enabling users to authenticate their identity through various methods, including biometric factors.

Additionally, the decree establishes a digital wallet, a mobile application managed by the Electoral Tribunal’s Digital Technology Coordination Department. Through this app, users can store their digital ID card, medical history, résumé, and other documents, thus facilitating access and expediting the sharing process of such information.

This decree came into effect on October 10, 2024, marking a significant step forward in modernizing daily administrative processes for both citizens and foreign residents in Panama.
