In this context, the Ministry of Public Security —through **Executive Decree No. 05 dated March 13, 2026** —has ordered a one-year extension for the Humanitarian Protection Permit. **Key Provisions of the Decree:** - It will remain effective until March 13, 2027. - Applicants may prove their place of residence by providing one of the following: - A lease agreement (including a copy of tenant’s identification) - A public utility bill - A certification issued by a Community Judge, as provided in the Decree. - The following individuals are exempt from obtaining a Work Permit: Students, elderly individuals dependent on their children, and retirees. - Applicants may be subject, on an optional basis, to an interview or evaluation conducted by either the National Migration Service or the Ministry of Labor and Labor Development. - Minors applying for the Humanitarian Protection Permit must have proper authorization from both parents or from the parent holding legal custody. - The Humanitarian Protection Permit, as well as the corresponding Work Permit, will be issued for a 2-year period, renewable for up to 6 additional years, after which the holder may apply for Permanent Residence. - Applications for permanent residence may be submitted on the grounds of ties to the country *(arraigo),* employment, or fiscal reasons.
