#Panama 🇵🇦 #BDS_ImmigrationAlert: Humanitarian Protection Permit Extended

In response to the growing migration phenomenon across the continent and the resulting regional challenges, the Republic of Panama has found it necessary to implement more effective controls to ensure orderly and transparent migration, in strict compliance with human rights.

In this context, the Ministry of Public Security —through Executive Decree No. 05 dated March 13, 2026 —has ordered a one-year extension for the Humanitarian Protection Permit.

Key Provisions of the Decree:

  • It will remain effective until March 13, 2027.
  • Applicants may prove their place of residence by providing one of the following:
    • A lease agreement (including a copy of tenant’s identification)
    • A public utility bill
    • A certification issued by a Community Judge, as provided in the Decree.
  • The following individuals are exempt from obtaining a Work Permit: Students, elderly individuals dependent on their children, and retirees.
  • Applicants may be subject, on an optional basis, to an interview or evaluation conducted by either the National Migration Service or the Ministry of Labor and Labor Development.
  • Minors applying for the Humanitarian Protection Permit must have proper authorization from both parents or from the parent holding legal custody.
  • The Humanitarian Protection Permit, as well as the corresponding Work Permit, will be issued for a 2-year period, renewable for up to 6 additional years, after which the holder may apply for Permanent Residence.
  • Applications for permanent residence may be submitted on the grounds of ties to the country (arraigo), employment, or fiscal reasons.
