On September 25, 2025, Act No. 10743, titled “Law to Establish Study and Research Areas for Free Zone Workers,” was published in the Official Gazette No. 179. This law amends Act No. 7210, The Free Zone Regime Act, with a clear objective: to foster training, research, and skills development among workers employed in free trade zones.
The law provides that companies may, at their own expense, create equipped facilities for study and research, designed to enable their employees to expand their knowledge and skills in their respective fields of work. Each company will select the participating employees and appoint a coordinator responsible for managing these programs and overseeing their implementation and results.
In addition, the law encourages the establishment of cooperation agreements with public and private educational institutions to strengthen workers’ occupational competencies and establish clear benefits aligned with both the educational institutions’ capabilities and the company’s interests. Achievements and studies completed through these programs may be formally recognized and accredited in accordance with the company’s internal regulations and the guidelines of the participating educational institution.
Act No. 10743 also provides that, subject to available infrastructure, free zones may facilitate physical spaces for the development of these study and research areas, thereby supporting the implementation of training programs. To ensure compliance, the law grants a twelve-month period from its entry into force for companies to implement the relevant provisions.
Accordingly, we recommend assessing existing infrastructure, identifying employees who could participate in such programs, exploring potential educational partnerships, and planning the implementation of these spaces as part of the company’s corporate development and training strategy. These actions will strengthen human capital, foster internal innovation, and enhance employee competitiveness in full compliance with this new law.
